COL Dominic D. Archibald
Colonel Archibald served as the Director, Joint Reserve Affairs Center, National Defense University prior to her appointment as Homeland Security Representative for the National Guard Bureau. She has held previous positions as Commander, Mobilization Augmentation Command for the NGB, and has had tours in the Pentagon, Washington, DC.
Robert L. Bovey, PhD
Robert Bovey is Executive Vice President of the Center for Religion and Diplomacy. Dr. Bovey graduated third in his class of eight hundred of the U.S. Naval Academy and earned a Ph.D. in operations research (with honors) from the Johns Hopkins University. He served as military assistant to Secretaries of Defense Harold Brown and Cap Weinberger and as Special Assistant to the Assistant Secretary of Defense (Systems Analysis). In the latter assignment, Dr. Bovey wrote the first Defense Planning Guidance (DPG), which set the terms for U.S. Military force planning for the 1970s. After leaving government service, Dr. Bovey was Director of International Trade Services in the international consulting and accounting firm of Coopers & Lybrand and started a company specializing in the international commercial shipment of uranium. Later he specialized in starting businesses in Russia, particularly those that provide peaceful employment to former Soviet specialists in nuclear weapons. Dr. Bovey also works as a consultant in the Strategy, Forces & Resources Division, Institute for Defense Analyses.
Timothy P. Donovan, JD
Agent Donovan currently serves as the Assistant Special Agent in Charge (ASAC), FBI, Miami. Agent Donovan has taught at the FBI Academy as well as internationally in Asia and Europe. He has been featured in a National Geographic documentary for his investigation of the Outlaw Motorcycle Gang. Tim is currently responsible for the White Collar Crime program in Miami. This includes directing significant investigations in Mortgage Fraud and Health Care Fraud which are significant challenges in his area of responsibility. Tim was among the recipients of the Attorney General’s Award for Outstanding Investigations in 2009.

National Correspondent for NBC News Channel. Has covered (as representative examples) Presidential elections from 1984. Hurricanes Katrina, Andrew, Hugo. The Gulf and Iraq Wars, Conflicts in: Bosnia, Panama, Israel. Handelsman is the winner of 4 Emmy Awards, the Ovation Award, AP and UPI awards.
Samuel Heady, BG/PhD
BG Heady, USAF, served as Chief of Training for the National Interagency Civil-Military Institute. Prior to that assignment, General Heady served as the Political-Military Affairs Officer & State Partnership Program Coordinator for Headquarters, U.S. European Command, Stuttgart, Germany. BG Heady currently serves as Senior Military Advisor to the Office of the Assistant Secretary of Defense for Homeland Defense, Washington, DC.
Thomas Hickman, Esq.
State’s Attorney for Carroll County, Md. For twenty years. Senior Judicial Officer and Senior Advisor to the Government of Afghanistan; created an anti-corruption prosecutor unit in the Office of the Attorney General of Afghanistan. Served 7 years as the United Nations International Prosecutor in Kosovo. From 1996-1998, served as a legal advisor in the Office of High Representative in Sarajevo. Currently serving as a European Union prosecutor in Kosovo.
Circuit Judge C. Philip Nichols, Jr. CAPTAIN, JAG Corps US NAVY
Judge Nichols currently serves as Associate Judge, Prince George’s County, MD Circuit Court, 7th Judicial Circuit. In his military role, Judge Nichols is a retired Navy Captain, with over 30 years of service in the Judge Adjutant General Corps. He was a key member of the National Defense University’s seminar leader staff in support of NDU’s Reserve Components National Security Course, and has been active in Maryland judicial and legislative affairs for many years.
Richard Moore, Planner II
Currently serving as a planner with the Volusia County Division of Emergency Management. His is a member of the Exercise Committee of the Florida State Working Group on Domestic Security and the Central Florida Regional Domestic Security Task Force. He chaired the committee that developed the Florida Department of Health template for distribution of the Strategic National Stockpile.

Stephen Sloan, PhD
Steve Sloan is currently teaching as the Lawrence J Castang Distinguished Professor of Terrorism for the Center for Global Perspectives at the University of Central Florida. Prior to coming to Florida, Dr. Sloan taught for over 30 years at the University of Oklahoma, where he became one of the country’s leading authorities in and helped create the academic discipline of terrorism studies. Dr. Sloan is the author of numerous books, articles and papers on the subject of terrorism, and has served as a consultant to Booze Allen Hamilton, a leading consulting firm, as well as to U.S. and international agencies and organizations.
